Collaborating Agencies’ Disaster Relief Effort (CADRE) is Santa Clara County’s leading disaster preparedness and response organization and the central coordination body for Voluntary Organization Active in a Disaster (VOAD) serving the county. CADRE facilitates comprehensive equitable disaster coordination and response by building individual, organizational, and community capacity to prepare for and respond to disasters. Once disaster strikes, CADRE coordinates VOAD partner response, ensuring a smooth transition from immediate response to long-term recovery.


20 Community Support Networks (CSNs) to improve the disaster preparedness and mitigation capabilities of community-based organizations, faith-based organizations, and businesses. To build this foundational framework for disaster recovery, CADRE’s staff of subject matter experts work with volunteers to build the capacity of organizations by developing shared systems for coordination, strengthening communication and information-sharing infrastructure, expanding partnerships, and improving organizational readiness through training, resource development, ongoing collaboration, and more. This work enables organizations to operate more effectively as part of a connected, countywide network rather than in isolation.
