VOAD COORDINATION MEETING NOTES

Thursday, July 25, 2024, from 9:00 – 10:00 a.m.

 

ROUNDTABLE

  • Asian Americans for Community Involvement (AACI)
    • Organization Updates: Serves vulnerable populations, largely for medical and behavioral health. They also work closely with Valley Medical Center and have a mutual aid agreement with them. Have not yet joined the VOAD as a member but Robert will bring it up to them again. They have been revamping and getting more formalized, including internal training of emergency response teams and building out an EOC.

  • CADRE
    • Organization Updates: Seeking funding to support 20 Community Support Networks, which will be service focused (youth, food, faith, etc.) and will connect organizations to one another to quickly find and share information and resources for disaster preparedness, mitigation, response and recovery. Unlike the networks, which are communication oriented and require minimal time and commitment, CADRE leads several VOAD Committees, like the AFN and Long-Term Recovery Committee, who actively work on projects, along with facilitating coordination efforts. For network funding thus far, we have received some support from Otto Lee’s office. The Food Network is now up and running; their communication tools include a webpage, WhatsApp, Quarterly meetings, and email list to facilitate coordination. The communication tools have been developed in draft form and will be finalized during the next quarterly meeting in September (Date/Time TBD). The other networks currently in development include the Faith, Unhoused and Youth Networks. Other networks will be developed based on funding, needs, and interest. CADRE is also working with the County Health Department in the South County to support disaster preparedness and climate resilience work. CADRE’s Monthly Newsletter is a great resource to share and find preparedness and mitigation resources and training.
    • Other Updates: The Access and Functional Needs (AFN) Partnership for Disaster Resilience is hosting a series of online panel discussions on disaster resilience to help address the needs of the whole community before, during and after a disaster. Events will be held ONLINE from 6:30 pm – 8:00 pm on the following Wednesday evenings: August 28 – General Overview; September 18 – Preparedness; October 23 – Response; November 13 – Recovery and Resilience.     • Office of Emergency Management for Santa Clara County
      • Organization Updates: Had a functional exercise at Hellyer Park on June 26th. 68 participants, including state and county departments and 3 of the VOAD members (Team Rubicon, American Red Cross, Catholic Charities). NGOs provided feedback on needs for Commodity Points of Distribution that will be incorporated into their CPOD Annex. Working with Salvation Army to update their Mass Feeding Appendix to their Annex.       • Situation Updates: Middle of the heat event, Operational Area Emergency Operations Center activated to level 3. Cooling centers opened around the county, primarily at the libraries.

    • Persistent Resilience:
      • Organization Updates: Resilience and emergency response in San Andreas Regional Center Plans. They are also survivors of cybercrime. Not many resources available for cyber disasters. Passionate for helping people with developmental disabilities and wants to volunteer to support this group in fostering disaster preparedness. Trying to start a nonprofit, that includes preparedness work, and looking for a mentor

    • Salvation Army
      • Organization Updates: Newest member to the Santa Clara VOAD. Welcome!

    • San Jose Conservation Corp
      • Organization Updates: No active disasters currently training crews with AmeriCorps through FEMA for hurricanes. Expecting a deployment soon and doing recovery work in Big Basan for a wildfire that effected the area.

    • United Policyholders –
      • Organization Updates: Nonprofit that helps people navigate insurance after a disaster, along with advocacy and preparedness. They work all over California, do some work in Colorado, Florida, and Maui and are assisting with Hurricane Ian. In California, they are monitoring and seeing where they need to be, including counting structures, to better understand where they need to provide their services to support wildfire recovery in the state. Also waiting to hear from New Mexico on how many people were insured. Stressed importance of renter’s insurance; they have some outreach material, such as flyers to spread this information. Mentioned that if you need educational material and/or presentations regarding insurance, they can support.

    • VOAD Disaster Case Management and Long-Term Recovery Committee –
      • Organization Updates: Jenni is working as a consultant for the VOAD and helped establish the Long-Term Recovery Committee and has volunteered to be the interim leader of the committee for the next 3 months, until new leadership can be identified. Stressed the importance of organizations allocating funds and resources to support long term recovery.     • United Way
      • Organization Updates: Working with Listos to build capacity VOADs/COADs in the Bay Area; working closely with Marin, Napa, and Solano Counties. Is part of SF CARD’s new Listos Grant to do disaster preparedness screenings and care coordination utilizing their 2-1-1 call center. Already doing similar work with PGE and SCE (electricity companies) to do power outage screenings and care coordination, with focus on the AFN community. They ask if people are prepared for a 72 hour power outage and, where appropriate, set up calls to help people make an emergency plan and connect them to resources customized to their specific needs. PGE is also able to activate their call center and give them numbers to reach out to during a power outage. Through this work they also have their own list of vulnerable residents in the Bay Area to reach out to in the event of a power outage.
